Tarion Warranty Corporation (their new name) has administered about a million and a quarter homes in the past 27 years.
The new homes warranty program was originally the inspiration of Ernie Assaly, a genial construction entrepreneur who always seemed to be in good humour whatever the chaos around him. He was an ideal model for what then seemed a disorganized and chaotic industry. It was a situation that needed someone calm and unflappable like Ernie to step in and bring about order.
Ernie's brother Tom was a construction man, too, who set up business in Ottawa as a residential and commercial builder in the 1950s. Tom Assaly went on to develop many of Ottawa's most significant new communities over the next 30 years.

One of the first significant things people do after finding employment, is look for a new home they can own. It will become their most important investment - because a well designed and well-built home appreciates in value in the course of time. And, because of the significance of this asset, people shrewdly recognize the importance of having their investment protected.

The New Home Warranties Program covers the following :
Consumer Protection :
Problems between owners and builders are generally resolved without Tarion's involvement, as a consequence of the legislation known as the "Ontario New Home Warranties Plan Act". However, Tarion helps home owners and builders interpret the Act's limits if necessary, and intervenes to protect consumers if and when a builder fails to honour its obligations under the warranty program.
Maximum Coverage :
The Act describes maximum coverage required for builders to provide in order that home buyers' interests are protected.
How It Works :
In order to administer the warranty program so that both consumers and builders are protected, Tarion researched typical home buyers' problems and also consulted the Ottawa-Carleton Home Builder's Association (OCHBA). They arrived at the following policies and standards, reserving the right to modify them in accordance with possible changes :
1. The builder provides Warranty Forms within a specified time.
2. A builder transfers "the right of occupancy" according to the date on a Certificate of Completion and Possession they provide, which is when warranty coverage begins. 3. The new home owner checks that each building process has been completed to his or her satisfaction, and lists unsatisfactory or unfinished items on the Warranty Form. 4. The owner sends the Warranty Form to Tarion - within a stated period -and hands a copy to the builder's Inspector. 5. The "After Sales Service Inspector" carefully checks every item on the list physically, and signs the form on behalf of the builder, if satisfied. 6. A copy of the original form, signed by the home owner, will be returned to him or her, stamped with a date of receipt. 7. It is then up to the builder to rectify any faults agreed on by the two parties. 8. If they should not be corrected within a specified period, the owner has recourse to the Tarion Warranty Corporation. One-Year Warranty :
This remains in effect even if you sell your new home in the meantime. It warrants that your home is fit to live in and free from defects in materials and work, and that it meets the requirements of the Ontario Building Code.
Two-Year Warranty :
This too remains in effect even if you have sold your home meanwhile. Coverage is provided for 2 years from your possession date, for the following:
